Make a gypsy costume.?

I need to know how to make a black around knee length spaggetti strap dress into a Gypsy Costume. it has this little ruffle running down the side of the front [just about corner i guess] with black sequins on it. This is what i look like:

I have all the jewlery and make up needed for the look.

Well, all you need to go is cut the waist part out and you have a skirt and top. Use the fabric that you cut off and make it into a small hat.
